Do the diving packages include neoprene boots?

The full diving packages usually include neoprene boots sized to fit with the open-heel fins. Boot sizing is selected when you choose your fin size. Snorkeling packages with full-foot fins do not include boots, as full-foot fins are worn barefoot. Can these packages be used for scuba diving as well as snorkeling?

The snorkeling packages with full-foot fins are suited to snorkeling and surface swimming, but the fin blade is too soft for efficient scuba diving with a full kit. The diving packages with open-heel fins and boots are appropriate for both scuba diving and snorkeling. If you plan to scuba dive regularly, choose a diving package — the open-heel fins give you the blade power needed to move comfortably underwater with gear on. If you only snorkel on vacation, a snorkeling package is lighter and easier to travel with.
